KIRBY HILL & DISTRICT PARISH COUNCIL
(Incorporating:
Kirby Hill, Milby,Thornton Bridge, Humberton and Ellenthorpe)
A
meeting of the above Parish Council was held on 16th July 2007 in
the Coronation Hall, Milby, in accordance with the Local Government Act 1972,
due notice having been given. The
meeting opened at 7.00 pm.
Present: Cllrs. Smailes [Chairman], McKenzie [Dep Chairman], Lister, Parr,
Helliwell, Wilkinson, Widdows, Clerk –

2. Code of Conduct:
Cllr Wilkinson expressed an interest in agenda item 7d and Cllr Lister
expresed an interest in item 8b
3. Minutes of the previous meeting on 14th
May 2007 had been copied and
distributed
prior to this meeting. Cllr
Widdows proposed they be accepted as a true record, seconded by Cllr
McKenzie and they were duly signed.

5. CORRESPONDENCE
a.
HBC Electoral Office – Co-option to Kirby Hill vacancy created by
resignation of Mrs
Graham.
Confirmed that OK to co-opt as no electors had come
forward requesting an election. Cllr Helliwell proposed Cllr Smailes be co-opted,
seconded by Cllr McKenzie. Cllr Smailes
duly accepted and resigned as council representative for Humberton Parish. Clerk to liaise with HBC over filling the
new Humberton vacancy.

HBC Chief Exec Office - re results
of Parish Councils poll on proposed changes.
68% respondents would prefer to keep two councils
but have them working more closely and constructively together. 66% disagreed there was any need for change
at all to the existing system.
d.
HBC Dept Community Services Play
Strategy 2007-12 The clerk outlined the results
of the play audit and the
consultation. Cllrs agreed that the
clerk should fill in the
response questionnaire on the Council’s behalf. ACTION

NY Fire/Rescue Authority – 2007/8 Corporate Plan. Made available for Cllrs to
inspect.
f.
Army Foundation College Harrogate Offer
of presence of Junior Soldiers from the
college to take part in local War Memorial services
on Remembrance Sunday. Cllrs proposed
that the offer be accepted. Clerk to respond. ACTION CLERK
6. CLERK’S/COUNCILLORS’
REPORTS
a.
Police Liaison: Cllr Wilkinson reported. Insp
Linton had talked about the report on the Neighbourhood Policing Team and that
there would be yet another re-organisation between the Ripon and Knareborough
stations when things had settled down following the arrival of the new County
Chief Constable. No decision yet on how
many officers would be allocated to Boroughbridge (possibly 4 or 5 with 1 or 2
being for the rural areas)
There could now be no policing of any events over 24
hours or of profit-making events.
Concern had also been expressed about the level of
police representation on the Tier 1 Liaison group. Crime figures for whole area down 9%
b.
Community Land Trusts The Clerk
reported on the seminar and briefly explained how
CLT’s could be used as a
means of securing affordable housing.
Very few parishes in England had so far gone down this route and it was
felt not appropriate to make any further investigation for the time being.
c.
Joint Parish Council Meeting: The Clerk
reported that the meeting scheduled for
19
July at Roecliffe had been cancelled as no
councillors had put forward any agenda items.
The next meeting would be on 13
September. Cllr Helliwell presented his
apologies in advance.
d.
Parishes Meeting with NYCC Chief Exec - the Clerk reported on this meeting at which the Chief Exec had put the
case for Unitary Government in North Yorks.
Many in the audience felt that too much emphasis in the case had been on
cost savings and too little on improving services.
e.
Yore Vision - the Clerk reported that
funding had been obtained for initial work on the Walks project and
detailed plans had to be in place in
September in order to secure this funding.
The Clerk would attend a meeting on 26 July at which discussion of
Interpretation Boards/signage would include requirements for the Milby/Kirby
Hill/Langthorpe circular walk.
f.
Coronation Hall The Chaiman reported that Les Gill had contacted him requesting that
Kirby Hill Parish Council be the official applicant for the planning
permissions for the Hall’s extension (as this would save some £300) The Clerk reported that he had been unable
to attend the recent meeting of the Coronation Hall Committee but had asked for
it to be put on record that the Parish Council supported the proposed
extension.
Cllrs considered that they needed to see the
plans/application before it was submitted to HBC and the Clerk said that he had
already mentioned this to Les Gill, the Chairman of the Coronation Hall
Committee.
7. ONGOING/OTHER MATTERS
a.
Village Design Statement : The clerk reported that he had now received all
the
documentation from Gareth Owens. The Chairman was keen that something could
still be built on all the work that had so far been done. One possibility was to switch to development
of a Parish Plan. It was agreed to ask
Jo Buffey, Development Officer at the Yorks Rural Communities Council to come
to the next meeting to talk about Parish Plans but to stress at this stage that
the Council was not committing itself.

b.
Play Area/kickabout: Several
councillors had been to the official opening and had been
impressed by the facilities
if not by the thunderous downpour! The
Chairman had had a
request from Langthorpe Parish Council to consider making a contribution
to the annual
maintenance costs for the area. After some discussion it was agreed that the
Clerk should
find
out more about the sort of costs involved now, and in the future, before coming
to
any
decision. Langthorpe Parish Council had
also expressed concerns about overloading
of the play area when/if an
extension to the caravan site took place.
The clerk would find
out from HBC if any
arrangements similar to 106 agreements applied to caravan park
expansion, static and touring. ACTION CLERK
c.
Parking/Speeding Leeming Lane - 30mph
limit signs scheduled to appear in the autumn.
d.
B6265 Layby – the Clerk had met Mr Major of NYCC Highways at the layby and
discussed the £38k. proposal quote. He asked Mr Major to submit a quote for a
much less ambitious scheme which would have the effect of preventing lorry
parking but would still enable access to all those that need it and just
sufficient mound/landscaping to screen the worst of the eyesore. Mr Major had again said that there was no
way that NYCC could itself spend anything on this at present so it would be up
to KHPC to find the cost.
e.
Kirby Hill Church Lane 30mph sign - Mr
Major (NYCC Highways) had told the clerk
that this matter would be
dealt with at the same time that the Leeming Lane 30mph signs
were
installed. The Clerk had passed on the
Council’s wish that no signs should be put on
the
triangle of grass in front of the church and Mr Major had said that he would
discuss
any
proposals with the council before they were implemented.
f.
B6265 Roundabout – the Clerk reported that NYCC were engaged in discussions with a
potential sponsor but were keen for KHPC to take on the responsibility for the
maintenance of this roundabout (in the same way it had passed responsibility
for the other roundabouts on the A168 to local councils). If the council agreed, then NYCC would pass
over the licence and help set up the sponsorship deal. Councillors felt that
this could open a can of worms for the future and were not in favour of taking
over responsibility for the roundabout.

g. Thornton Bridge Village
Signs – the
Clerk had again been approached by Thornton Bridge residents keen to know what
progress was being made. He had also
raised the matter with Mr Major of NYCC Highways who recommended contacting the
HBC Village Safety Scheme again since there was thought to be funding still
available on the grant scheme for 2007/8 which might even pay the whole cost of
the signs. Clerk to pursue.

h. Internal Audit No date yet fixed but this would take place in
Langthorpe in the next three weeks. The
Chairman agreed to attend as one of the participants and Cllr McKenzie agreed
to be a back-up in the event of the chairman being unable to attend on the
