KIRBY HILL & DISTRICT PARISH COUNCIL

(Incorporating: Kirby Hill, Milby,Thornton Bridge, Humberton and Ellenthorpe)

 

 

A meeting of the above Parish Council was held on 15th May 2006 in the Coronation Hall, Milby, in accordance with the Local Government Act 1972, due notice having been given.  The meeting opened at 8.25pm, following the Annual General Meeting.

 

Present:  Cllrs. Smailes [Chairman], Owens [Vice Chair], Graham, Helliwell, Lister, McKenzie, Merson, Parr, Wilkinson.  NYCCllr J Watson.

The Chairman welcomed new Cllrs Peter McKenzie and John Helliwell.

 

1.         Apologies:  P.C. N Waite

 

2.         Code of Conduct:  Cllr Wilkinson declared interests in items 7a and 7b.  No gifts had been received by councillors in excess of £25.

 

3.         Minutes  of the previous meetings on 14th March 2006 had been copied and distributed prior to this meeting. These included minutes of the meeting/reception for Cllr Proctor’s retirement.  Proposed Cllr Graham and seconded by Cllr Merson – Resolved.  

 

4.         Finance & Settlement of Accounts

It was proposed by Cllr Owens and seconded by Cllr Parr that the new clerk, Martin Rae, should be paid a monthly honorarium of £40 to cover expenses until such time (1st February 2007) that he is entitled to have a clerk’s contract and salary.

Cllrs agreed that additional quotations should be obtained for insurance cover from 1st June 2007

5.         Correspondence

a)      NYCC Env Services – Review of contracted bus services

Heavily subsidised services were being reviewed and usage of the 142 service York to Ripon via Boroughbridge was one of those being monitored with a view to possible changes from April 2007

NYCCllr Watson explained the reasons for this, citing examples of excessive levels of subsidy on some routes.

b)      NYCC Business Services – tendered local bus services – Harrogate area

c)      HBC Dept Community Servs. Waste Management Action Plan

No decisions yet on wheelie bins for this area

d)      Len Proctor – the Chairam read out Len Proctor’s letter of thanks for his  

retirement party and gifts from the Council.

e)      DEFRA – Clean Neighbourhoods Act.  Cllrs agreed that the Parish Council would not apply for a Guide on how to apply this new power, considering that it was beyond the scope of parishes of this small size.

f)        NYCC – Household Waste Recycling Centres.  Response to survey in which the Chairman and Yvonne Jacobs had taken part. Stated policies on the siting and availability of Recycling Centres. NYCCllr Watson considered that movement towards increasing the number of facilities would be slow and talked about the possibility of large incerators also being required for N. Yorks. owing to landfill problems.

g)      N. Yorks Police.  New Boroughbridge Neighbourhood Policing Team was outlined. Beat areas now being re-aligned to match thoase of the council ward boundaries. The 3 wards of the Boroughbridge area will come uinder the direct charge of Insp Craig Linton at Ripon.

h)      Mazars AUDIT.  The council together completed SECTION 2 of the Annual Return and the clerk explained the procedures for the internal audit.  Cllr Merson volunteered again to take part in the communal Internal Audit, to be held with Langthorpe and Helperby parishes.

i)        HBC Dept Community Servs. Affordable Housing. The Clerk had posted notices on the parish boards advertising affordable units in the former Three Horse Shoes site in Boroughbridge.

j)        Boroughbridge Visitor Information Centre.  The Clerk advised of continuing need for volunteers for this service and asked if anyone knew of anyone who might be interested to get in tough with him or direct with the Visitor Information Centre at 1 Hall Square.

k)      Boroughbridge Mayor Making Ceremony.  Cllr Smailes will attend this ceremony on 25th May

l)        Card from Yvonne Jacobs  was read out by the Chairman. Yvonne thanked Cllrs for their gift of Euros on her departure to her new home in France

6.         Clerk’s/Councillors’ Reports/Meetings

a)      Police Liaison – Cllr Parr had attended the last meeting at which the new 

      neighbourhood policing system was discussed. Covered in 5g above. 

      Cllr Wilkinson will attend the next meeting on 5th June

b)      Joint Parishes Council – Cllr Owens reported that he will stand down as   

Chairman following a year in this rotating post which will now go to Boroughbridge or Roecliffe.  Jean Graham replaces Martin Rae as the other representative of Kirby Hill and District Parish Council.  Main topics under discussion cover boundary issues between parishes, especially between BB and Roecliffe

d) Coronation Hall Committee   Martin Rae reported that the Hall’s financial 

    position was very healthy, with last year’s receipts being £17164 and the

    cash balance  being £34349, compared with £29529 the previous year.

    Demand for use of the Hall outstripped supply and  room hire rates, which  

    remain the most competitive in the area, will be increased slightly from 

    September.  The acquisition of the drinks licence had cost £710.

    Cllr McKenzie queried the intention behind the accumulation of such a 

    large and rapidly increasing balance.  Action Martin Rae

 

7. Updates on ongoing matters

            a) B6265 Lay-by. Covered by Cllr Owens at the Annual Parish Meeting earlier

                in the evening.

            b) MSA – covered by Cllr Owens and NYCCllr Watson at the Annual Parish 

                Meeting earlier in the evening.

c) Village Design Statement – covered by Cllr Owens at the Annual Parish

                Meeting earlier in the evening.

d) Play Area – Commuted sums/106 Monies-  Martin Rae reported that Patrick  

    Kilburn at HBC had confirmed that the ‘no time limit’ £9367 in CEPA 

    monies previously  allocated to the Langthorpe  play area had been

    reallocated back to Kirby Hill. Other monies amounting to £2663 (CPA and 

   Youth/Adult), and also with no time limit, remained allocated to the

   Langthorpe Play area. Cllr Parr proposed and Cllr Owens seconded that

   these should also be reallocated back to Kirby Hill.

   The only monies to remain allocated to the Langthorpe Play area would be

   those with a time limit of Sep06.  Cllr Owens reported that Langthorpe

   Council was  aware of this following the recent meeting of the Joint Parishes

   Council.

e) Litter Picking – April   Cllr Merson and Martin/Jacqueline Rae had 

    gathered over 30 sacks of litter and rubbish from the Milby road verges,

    following the HBC-initiated Litter Picking Week in April.  HBC wanted 

    feedback on the week for a newspaper article aimed at encouraging more

    groups to arrange their own litter picking events.  Martin Rae will supply

    some feedback.

f) Parking/Speeding – Leeming Lane   [This item had been taken earlier out of

    agenda sequence to enable NYCCllr Watson to leave the meeting at

    9.00pm] 

    This had been chased recently through NCCllr Watson by Langthorpe PC

    following meetings with the Police and  Ken Major of NYCC Highways at 

    which the proposal to reduce the speed limit to 30mph had been 

    provisionally accepted. 

                NYCCllr. Watson agreed to pursue this further.

            g) Dog Waste Bins Yvonne Jacobs had written to Robin Derry at HBC on 20th

                March requesting a dog waste bin for Kirby Hill, specifying on a plan where  

                this was to be placed.  Martin Rae chased this on 11th May by telephone and

                was told that there had been over 200 applications and these were currently

                being sifted. It was expected that Kirby Hill would receive theirs in the next

                few months.

            h) New House – Church Lane  Kirby Hill  Gareth Owens reported that it was

     looking unlikely the Parish Council would get anywhere with HBC 

     Planning Enforcement. He highlighted the importance of continuing to 

     Challenge the Planning Dept. on their policy regarding notification of

     parish councils when changes are made to original planning applications

     after approval.

i)  Roadside banners/adverts Following issues with banners for the Hightimers

    and complaints about roadside adverts for Newby Hall the policy regarding 

    this had been clarified by a notice from ODPM and NYCC which confirmed

    that all proposals to place such roadside advertising must be authorised by

    HBC Planning Dept. 

    The Blue Bell pub in Kirby Hill, which had frequently advertised on the

    A168 roundabout were now applying for brown directional sign and Cllr 

    Owens had offered to help them with this application.

j) War Memorial Wreaths

    Concern over the state of wreaths after a long period of time.  A suggestion  

    was made that these should be removed on Palm Sunday and the Clerk was   

    asked to contact the British Legion for any advice they might have on the 

    appropriate time to remove wreaths from war memorials.

Cllr Parr had been through the files, re-organised them and found definitive plans dated 1992 that show plots 2 and 12, on either side of the new cul-de-sac off St. John’s Walk, to be houses rather than dormer bungalows.  The Parish Council’s request for action by HBC Planning Enforcement dept. is therefore no longer valid.  Cllr Parr indicated that HBC would still send the parish clerk a copy of the 1992 plan

Jill Ellis had contacted the Clerk to ask that discussion of the naming of the new cul-de-sac be included in the council meeting and had put her own suggestion of ‘All Saints Close’.  Councillors could not think of a better name and asked the clerk to confirm with Mrs Ellis their acceptance of her suggestion.

The Parish Council did neither object to nor support this application but commented that the extension appeared to add in excess of 25% to the existing building.
