meeting room, Coronation Hall, in

Langthorpe P. C
Copy letter received advising that Langthorpe are to contribute to the
Christmas lights at Milby roundabout. Although Kirby Hill is not contributing,
Boroughbridge Chamber of Trade had decorated the lighting columns.

Police Liaison
Cllr Wilkinson reported that a minutes silence was held in respect of retired
Police Sgt John Brear, who had died suddenly a few months ago. Farm Watch is to
recommence. Tier 2 meetings to continue. NY Police are awaiting the start of
the new licensing laws and will monitor the businesses involved.

Cllr Owens advised that no meeting had been held since the last P.C. meeting. He
did advise that Roecliffe P.C. had queried Council Tax issues with Harrogate
Borough Council with a view to the amount of revenue coming back into the area.

Commuted Sums/106
Money/Play Area
Cllrs had met with Mark Hardcastle (Harrogate Borough Council Play Area
Officer) for his views on three sites for a kick about area within Kirby Hill.
He had no objection to the sites, but a local farmer did request that his field
not be used.
A second site had raised objections from residents who considered that this
area when used as a play area, could ‘open the door’ for future planning
development.
It was agreed that the 3rd site, behind the Bluebell Inn, would be
the most appropriate.
Cllr Smailes was keen to reopen discussions with Kirby Hill School for the use
of their field and requested that Cllr Wilkinson approach this at the next
governors meeting.
Cllr Rae had advised that he was still awaiting a reply from Strutt Parker.
Cllr Parr requested that it be minuted that he no longer deals with 106 monies;
Cllr Smailes had taken this over.

Boroughbridge
Partnership/Market Town Initiative
Cllr Smailes read a report from Cllr Rae on the meeting of the 6th
October, confirming the merger between the above two groups. This will be led
by an interim Management Group of approx 7 people, who will draft the
constitution and decide upon a name. The new group will take forward the
various projects which have already been identified together with the
responsibility for taking forward the Mobile Cinema project.
Harrogate Boro. Cncl will be represented on the Management Group and agreed a
grant of £5,000 per year for running costs. They have also secured access to
£100,000 funding to support delivery of projects identified in the
Boroughbridge and Knaresborough plans. Cllr Rae has volunteered to be involved
in four of the projects.

Village Green
Trench
Cllr Owens reported that he had written to the resident; the trench had been
filled in and the village green ‘made good again’.

Illegal
Posters/Banners on Roundabouts, Milby and Kirby Hill
Cllrs Parr and Merson had raised the issue of these banners on two roundabouts
in the parish. A resident had also complained of the distraction when driving.
Mrs Jacobs confirmed that P.C. Waite had advised that the banners/posters on
roundabouts were illegal. Mrs Jacobs to contact NYCCllr John Watson for ‘power
of removal’

Coronation
Hall/Clerk Position
Mrs Jacobs advised that as representative for the parish council on Coronation
Hall committee, she had resigned, advising Mr Les Gill (Chairman). Cllr Rae had
agreed to take over this role and Mrs Jacobs to advise Mr Gill.
Mrs Jacobs also confirmed that she would be leaving the parish council in April
2006 and Cllr Rae would also be interested in the clerk’s position, firstly resigning
as councillor. Cllr Owens asked for clarification on appointment/advertising.

Firework
Complaints
Cllr Smailes spoke of the noise from loud fireworks this year, asking if the
parish council should contact suppliers with a view to producing fireworks of a
quieter nature for residential use only. Cllr Owens thought that this would not
be a viable exercise

Further Updates on Ongoing Matters

Cllr Owens explained that NYCCllr Watson was dealing with this issue.

MSA
Cllr Owens advised that Heather Ive Associates are challenging The Sec. of
State’s decision that the MSA should be sited at Kirk Deighton, believing that
a MSA should also be in Kirby Hill. The KHRAMS are in action again; Harrogate
Borough Council is not going to the High Court- ‘this challenge is between the
developer and The Sec. of State’. The appeal is unlikely to be before
Christmas. Cllr Smailes thanked Cllr Owens.

Cllr Owens advised that due to the renewal of the MSA the progress on with the
VDS had been delayed.

Milby Roundabout
Mrs Jacobs advised that Yorkshire Water were in the process of tidying the
pumping station and NYCC were to maintain and repair a kerbed island in this
area adjacent to The Grantham Arms.

Road/Pathways of
Kirby Hill
Mrs Jacobs read comments from NYCC that parts of St Johns Walk and Church Lane
are to be re slurried. Kerbs, edges and walls to be scraped where necessary to
remove excess slurry material. The overall appearance of the pavements will
improve with age.

Speeding/Car Parking
Leeming Lane
Mrs Jacobs had been contacted by the clerk at Langthorpe P.C for copies of
papers relating to previous requests to NY Highways for the reduction of the
speed limit on Leeming Lane. Mrs Jacobs was advised that a meeting had been
held between N.Y.Police, Langthorpe clerk, a councillor and N.Y. Highways to
discuss the problems of car parking on the pavements. The police are to write
to the residents involved; during this
meeting it was noticeable that large vehicles were using Leeming Lane and several
cars speeding. It was therefore decided that action be taken to address those
issues.
A sign is to be positioned at Kirby Hill roundabout advising heavy/large
vehicles to use the A168 and that a speed reduction down to 30mph along Leeming
Lane should be imposed.

NYCC is pursuing the implementation of lighting with the developer.

School Grounds
Cllr Owens confirmed that he and a local resident are to peruse planning papers
on this property as it is felt that the house/driveway do not adhere to the original
plans.

Safer Communities
Mrs Jacobs advised that only one resident had volunteered to participate in the
‘Neighbourhood Scheme’ which had been advertised in Beyond the Pews. To discuss
further at next meeting.

Speeding Milby to
Brafferton Road
NYCC, Fulford who have been dealing with query since May 2003, passed all
relevant paper work to Starbeck under the recent restructuring.

There is writing on three sides of this stone; it has not yet been identified whether
this might be Roman/Gothic. To be looked into further by archaeologists.
