A meeting of the above Parish Council was held on the 14th June 2004 in Coronation Hall, in accordance with the Local Govt Act 1972, due notice having been given.

 

The meeting opened at 7.35pm.

Mr Rae welcomed the councillors and asked if anyone wished to declare any interest relating to the agenda or had receipt of gifts above £25.00.

2)      MINUTES OF THE LAST MEETING
Resolved. The minutes of the meeting held on 1st March 2004 had been copied and distributed and taken as read, confirmed and signed.      

3)      FINANCE AND SETTLEMENT OF ACCOUNTS

d)      Age Concern – councillors to advise Mrs Jacobs should they wish to carry out any fund raising. It was mentioned that S137 monies are donated to Boroughbridge Communicare, which does assist the local elderly.

4)      CORRESPONDENCE

a)      Request for Assistance from Humberton Resident
Mr Owens advised the councillors how a resident had asked for council backing for an appeal, which he was to take up with NYCC and Kirby Hill School. His daughter had been refused admittance to reception class, due to a shortage of places and the family was also advised that they did not live in catchment area for the school, although the child does attend the nursery class. The resident claims that his school prospectus showed that Humberton actually was in the catchment area. Mr Owens wrote, confirming that he did reside in the Parish area; he stated to the councillors that he believed the Parish Council should not get involved in this issue. Mr Rae and councillors agreed.

b)      Boroughbridge Town Council – Mayor Making
Mr Smailes agreed to attend.
Action:- Mrs Jacobs to advise Mrs Astbury

c)      Future Policy on Trees in the Parish/ Cherry Tree
Mr Parr asked for a policy on the future planting/pruning of trees in the parish. He is concerned that once planted, trees do become neglected and can cause a nuisance i.e. blocking out daylight. The P.C find it difficult to raise finances to cover pruning;
Mr Rae proposed that this policy issue be dealt with under the Village Design Statement; this was seconded by Mr Owens, who will be working on this project and he thought funding for this type of work may be obtained.

A Kirby Hill resident had offered a donation toward the replacement of the uprooted Rowan tree on the village green. It was decided that at present there are sufficient trees on the village green and that this kind offer be refused.

A Kirby Hill resident had offered a Cherry tree to the council, which was turned down, but there was the possibility that this may be sited at Kirby Hill School entrance.
Action: - Mr Owens to follow up when working on the V.D.S.
Action: - Mrs Jacobs to write to the Kirby Hill resident thanking for her offer and follow up the offer on the cherry tree.

d)      War Memorial – Removal of Wreaths
Mr Parr asked if there was a policy on this e.g. when are the wreaths removed?
Mr Proctor agreed to continue to look after the War Memorial i.e. cleaning this every year before the Remembrance Day Service in November and the subsequent removal of the wreaths when they eventually do become untidy. Mr Parr did offer to assist
Mr Proctor when he carried out the cleaning process.

e)      Abattoir- Marton-cum-Grafton
Mr Rae advised the councillors that this Parish Council had supported the Parish Council in Marton-cum-Grafton with their objections to the abattoir.
Action:- None

f)        NYCC- Mobile Police Office
This mobile office is touring N.Yorks and visited Kirby Hill in April. Although notified that the office would also visit Milby this did not materialise. Mr Owens advised that the mobile office is intended to visit the parish once a year.
Action:- None

g)      Alteration of Clocks-Summertime//Winter
Unfortunately as Mr Merson, who raised this issue, was not at the meeting this item was not discussed.

h)      Mazars Audit
Mr Rae confirmed that he and Mrs Jacobs were to carry out the internal audit on the 21st June with other Parish Councils in the area. The Annual Return was then duly completed and signed.

i)        Church Lane Potholes
The condition of this road had been raised by a Milby resident, but the potholes had been filled in during March.
Action:-None

j)        Disruptive behaviour from Local Children
Mr Rae advised the committee, some that were aware of the recent problems encountered, of the bad behaviour of children in Kirby Hill. Local residents are feeling intimidated and have suffered verbal abuse in several incidents since May.
Mrs Jacobs had contacted N.Y.Police; a meeting had been held and it had been agreed that the Police Crime Stoppers would routinely carry out checks in the area and deal accordingly. They are already aware of certain “offenders”.
Action: -None, unless this issue is again raised.

k)      Brafferton Parish Council- Pot Hole in Thornton Bridge
Mr Rae read letter from Chairman of Brafferton P.C. asking for repairs to a bad pothole in Thornton bridge. Mrs Jacobs had contacted NYCC, Starbeck, Highways Dept.
Action: -Mrs Jacobs to follow up.

l)        Resident’s Enquiry Re Condition of Church Lane, Milby
A Kirby Hill resident requested that the southern part of Church Lane, which comes out in Milby, receive attention, as it was overgrown. This request had also arisen in 2002; after communication then with NYCC, they would not agree to maintain the lane as it had little usage, so it was agreed that no further action would be taken.
The hedges have been maintained; Mr Rae did walk the length of Church Lane and although overgrown did find it passable.

m)    Joint Parish Council Meeting
This meeting is to take place 22nd June in Coronation Hall at 7.30pm. Mr Rae and
Mr Owens agreed to attend.
Action: - Mrs Jacobs to advise Mrs Ward by 16th June. `

5)      CLERKS/COUNCILLORS REPORTS AND MEETINGS

a)      Police Liaison
Mr Wilkinson gave a report on the 5th April meeting, which Della Cannings, Chief Constable attended. Mr Rae thanked and asked Mr Wilkinson if he wished to continue as the Parish Council representative on the Community and Police Liaison Group.

b)      Annual Parish Meeting
Mr Rae briefly spoke about the Annual Parish Meeting, which had taken place
10th May 2004. The issues raised by residents had been acted upon.

c)      NYCC- Re Siting of 30mph Sign
Mrs Jacobs advised that she had pursued the decision by NYCC to re site the 30-mph signs in Church Lane, Kirby Hill. This job is on the work sheet and awaiting completion.
Action: -Mrs Jacobs to diary for follow up.

d)      Speeding Milby to Brafferton Road
Mr Rae confirmed that another accident had recently occurred on this stretch of road. Mrs Jacobs will pursue again with NYCC for completion of road markings.

e)      AGM – Coronation Hall
Mrs Jacobs had attended the AGM at Coronation Hall and given a report at the Annual Parish Meeting on the 10th May. - see subsequent minutes.

6)      FURTHER UPDATES ON ONGOING MATTERS

a)      B6265 Lay-by
Mr Owens gave a report to the committee. He had a site meeting with NYCC, Highways Dept, who had agreed that this lay-by was unsightly. It is proposed to block the southern entrance and to leave one entrance at the northern end open. NYCC wish to keep this area for the deposit of road grit, which would then be concealed with trees/landscaping. The proposal will be to level off and grass 2/3rd of the lay-by. The catering van and motorists will still have access.
Mr Owens felt that to go for full closure of the lay-by and not be successful in the magistrates court could prove expensive. He added that there would be the possibility of funding for this project from various sources.
Mr Wilkinson was happy with the above arrangement, as he will still have access to his fields.

b)      MSA
Mr Owens gave an update. It is expected that the Inspector will finish his report in November 2004.

c)      Kirby Hill School-Learning Through Landscapes
Mrs Jacobs confirmed that it is looking extremely unlikely that a Children’s Play Area (which could have received Parish Council 106 monies) will be built on the school premises.
Mr Owens advised that the landscaping should commence with the re structuring of the grassed area at the school entrance.
Action: -To delete from the agenda as the Parish Council is not affected by this issue at this time.

d)      Litter Awareness Week
Mr Rae read out the reply from Hg. Boro. Cncl. re the P.C objections to carrying out the collection of litter this year.
Action:-None, unless the litter problem does become a major problem

e)      Village Road Safety Scheme
Mr Rae reminded the councillors that each year Hg.Boro. Cncl. contacts parishes advising that grants are available for village road safety schemes. Parishes do in fact have to  “match fund” their proposed project. Mr Owens suggested that this could be useful when looking to funding for the closure of the lay-by on the B6265. By closing the lay-by this will prevent overnight lorries/HGVs from coming onto the B6265, thus ensuring that this road will be much safer. Mr Owens retained the correspondence for future use with his ongoing project on the lay-by.

f)        Langthorpe Play Area/106 Monies
Mr Rae advised the committee that as Mr McKenzie was no longer a parish councillor, Mr Collins, chairman of the Langthorpe Play Area Committee was looking for a councillor to take the vacant position at future meetings. Mr Parr volunteered and was thanked by Mr Rae

g)      Varnishing of Village Benches
Two benches in Kirby Hill are in need of varnishing – Mr Wilkinson volunteered to carry out this, with possibly the assistance of Mr McKenzie. It was agreed that expense be paid –receipt to Mrs Jacobs. Mr Rae thanked Mr Wilkinson.

h)      Provision of Village Design Statement
Mr Owens confirmed that a group of 4 residents were to start the Village Design Statement in the near future and hopefully have the draft read by the end of the year. Mr Rae thanked Mr Owens

i)        Road at Rear of Kirby Hill Primary School
NYCC, Education dept are still dealing with this enquiry regarding the upkeep of this lane to the school.

j)        Footway/Roads of Kirby Hill
Mr Rae advised that NYCC Highways had, in March, patched up roads and pavements in Kirby Hill. Local residents on Manor Dve were most displeased at the resultant work and complained bitterly. Residents met with Mr Parr, NYCC and
Cllr. Clifford Wilson. The outcome of the meeting was, that the pavements on Manor Dve are to be levelled kerbstones to be restored and the paths to be slurry sealed. The residents accepted this compromise. NYCC confirmed this in writing with the work to be carried out in summer this year.

Nothing yet to report – no suitable site found. Papers in circulation folder for sight on suggested skateboard parks in the district.

The following two applications were received too late to be included on the agenda, but were discussed at the meeting:-

Conv. of redundant farm bldgs.to form 2 dwellings and erection of 2 detached double garages with new package treatment plant and altered vehicular access.

The Parish Council did not object but wished to ensure that adequate drainage is provided. Reply to Hg. Boro. Cncl by 1/7/04

Erection of a general-purpose agric. bldg.

The Parish Council had no objection.

 

A letter from a Kirby Hill resident was handed to Mr Rae regarding the present state of St. Johns Walk, Kirby Hill. This is extremely dusty and gritty as a result of the building work carried out by John Ellis Bldrs. This resident had spoken to Mr Ellis about cleaning the road, but it would appear that this grit “coating” is to protect the road until the final layer of Tarmac is placed next year. This grit however does not cover the road – its is lying along the edges. The resident is annoyed at the amount of dust and dirt, which is attracted into the house. As the next Parish Council meeting is not until 13th Sept. this issue was discussed and Mrs Jacobs asked to contact Mr Ellis about the nuisance of this dirt. A letter to be also sent to the resident confirming action to be taken
