A
meeting of the above Parish Council was held on 14th January 2008 in
the Coronation Hall, Milby, in accordance with the Local Government Act 1972,
due notice having been given. The
meeting opened at 7.00 pm.
Present: Cllrs. Smailes [Chairman], Helliwell, McKenzie, Merson, Parr,
Renfrew, Widdows, Wilkinson. DCllr

1. Apologies:

2. Code of Conduct Cllr Wilkinson expressed an interest
in item 7e
3. Minutes of
the previous meeting on 12h November and special planning meeting on 17 December 2007 been copied and
distributed prior to the meeting. Cllr
Helliwell proposed and Cllr McKenzie seconded that the Minutes be accepted as a
true record and they were duly signed.

5. CORRESPONDENCE
a.
HBC Budget questionnaire
This was completed in committee. Cllrs mostly ‘strongly agreed’ with the
proposals and statements. Cllr Renfrew proposed and Cllrs agreed that a note
should be included to suggest more emphasis on provision of youth facilities in
rural areas. Cllrs agreed to go along with a council tax rise of no more than
4.3%. Clerk to complete last general
questions, suggesting efficiency savings and reduction in use of consultants,
and submit form to HBC.

This was available from the clerk should any Cllr
wish to see it. The clerk also pointed
out that the full text was available on HBC’s website.
c.
HBC Rural Affordable Housing Coach trip
Cllrs Smailes and Helliwell would be joining this
trip on 24 January.
d.
NYCC Public Notices 30mph limits Church Lane and Leeming Lane
These had been posted around the parish (on lamp
posts etc) and the changes would come into effect shortly. The Church Lane
change was merely one of repositioning of the signs farther East down both
Church Lane and Millings Lane.

NYCC Grant confirmation
The £500 grant had been received from NYCC for one
of the three Thornton Bridge signs

Safer Communities Partnership
Invitations of expressions of interest in grant
funding were required by 18 January. Cllr Renfrew agreed to take the
correspondence and consider the possibilities for a project.

6. REPORTS
ON MEETINGS
a.
Police Liaison The Chairman reported on the
address to the meeting by the new Chief
Constable, Grahame Maxwell, who had given an outline
of his career to date. He had explained
a £5m shortfall in funding. He had stressed the importance of working with
communities, developing connections with the public through local policing
teams while at the same time dealing with increasing problems of terrorism and
organised crime.
b.
JPC and wind turbines The clerk
reported that a special JPC meeting would be held on
7 February to discuss CCllr Watson’s note regarding the possibility of 32 x 400ft wind turbines around Boroughbridge. While proposals were still at a very ea
