KIRBY HILL & DISTRICT PARISH COUNCIL

Kirby Hill, Milby,Thornton Bridge, Humberton and Ellenthorpe)
A
meeting of the above Parish Council was held on 10th September 2007
in the Coronation Hall, Milby, in accordance with the Local Government Act
1972, due notice having been given. The
meeting opened at 7.00 pm.

DCllr Wilson, Clerk- M. Rae

Cllr Wilkinson expressed an interest in agenda item 7d
3. Minutes of
the previous meeting on 16th July 2007 and special meeting 6th
Auust had been copied and distributed
prior to the meeting. They were accepted as a true record and duly
signed.

5. CORRESPONDENCE

HBC Electoral Office – Humberton vacancy. Authorisation from HBC to
co-opt to this
vacancy.
Mary Renfrew, resident of Humberton, was at the meeting and agreed to be
co-opted. Signed Declaration of

Electoral Office – Review of Polling Districts/Stations Survey forms handed out
to councillors for
completion and returned to clerk for forwarding to HBC

Consultation with Parish Councils Kirby Hill in Group 2
Meeting at Aldborough
Village Hall on 3
October. Cllrs Wilkinson and Renfrew
agreed to attend but there were
no
items to put forward for the agenda.
Cllr Renfrew suggested the issue of traffic
calming in Humberton but it was agreed to discuss this with NYCC
Highways in the first
instance. Clerk to arrange a site meeting with Ken Major(NYCC), the
Chairman and Cllr
Renfrew.

Parish Training Event 26 Sept Confirmation that Clerk and
Cllr Widdows would
attend this.
e.
NYCCllr John Watson Flashing speed signs, briefing note. The information that such
signs were less expensive
than at first thought, especially if solar powered, was noted. As
was
the information that if NYCC approved the installation, against its tough
criteria for
such
signs, up to 100% funding from the county was possible. Cllrs agreed to take no
further action at this stage.

HBC 2007/8 Performance Targets – leaflet circulated amongst Cllrs.

HBC Consultation on Licensing Policy Statement Clerk to email relevant website details to Cllrs to enable them
to comment. Clerk to co-ordinate
response by end of October if any comments.
h.
HBC Local Government Newsletter – Information on renewed efforts to enhance
two-tier working following the failure of the bid for unitary government in N.
Yorks.
i.
HBC New Code of Conduct – Requirement for the council formally to adopt the
new (revised) Code and to advertise in press.
Code adopted by council as of the meeting’s date (10 September 2007).
Clerk to arrange with HBC for press advert.
Cllrs also unanimously agreed to opt in to clause 12(2) about meeting
attendance and prejudicial interests. ACTION CLERK
Clerk handed out Registration of Interests forms for
all Cllrs to complete within 28 days
of adoption date (10
Sept). These to be returned to clerk
for copying before originals
lodged with HBC

Clerk also handed out copies of the new code for
councillors’ retention.

NYCC Closure of Post Offices – Consultation Advance warning of consultation to take place over six weeks
starting sometime in October. Closure of 2500 offices proposed.
6. CLERK’S/COUNCILLORS’
REPORTS
a.
Police Liaison: Cllr Wilkinson reported that
the scheduled meeting had been postponed. The clerk informed Cllrs that PC
Chris Parnell had mentioned to him that the Boroughbrige complement of officers
would rise from 3 to 5 very soon.
b.
HBC LDF Consultation The Clerk reported on the recent meeting in Ripon
Town Hall,
which was unsatisfactory but
following which he would, with the councillors’
endorsement, contact HBC again to reiterate that the land at Milby
behind the Coronation
Hall
had been proposed by Kirby Hill & District Council for mixed
employment/housing
use. The HBC summary of earlier
consultations had not made this clear.
This
item was taken first on the evening’s agenda to enable DCllr Wilson to input on
HBC’s
recent sending out of two further LDF Consultation Documents (Core Strategy
and
Homes for Local People). DCllr Wilson stressed the importance of enabling all
Cllrs
to
view these documents and the clerk will circulate them and co-ordinate any
parish
council response by the 19 October deadline. ACTION CLERK
The
Clerk briefly outlined some of the content of the documents, especially the key
strategies on affordable homes and the proposed changes for developments
of single
home
sites and sites for two or more homes – also the proposals for 100% affordable
homes
for local people on rural exception sites.
DCllr Wilson explained how HBC’s
Housing Needs Assessment, in which KHPC parishes show a need for 16
affordable
homes, had been carried out.
c.
Joint Parish Council The Clerk
reported that the next meeting was on 13 September
and that no Kirby Hill and
District councillors would be able to attend.
The HBC LDF
would probably form a large part
of the meeting’s discussions.
d. NYCC
Transportation Workshop 25 July The Clerk
reported that this very well
attended meeting had raised
a number of issues for NYCC to address. Top of the list and
everyone’s first priority was improved parking facilities at Cattal
station. Details of other
issues are available
from the Clerk.
e. Yore
Vision –
The Clerk reported on the progress of the Walks/BB Interpretation &
Signage project for which
match funding was being sought. The Langthorpe/Milby/
Kirby
Hill circular walk would now be described on boards in the Langthorpe
Picnic
Area. Parish Councils in which
boards were to be placed had received letters from the
project asking for funding assistance.
f.
Coronation Hall The planning application for the extension had been fully supported by
Kirby Hill and District Parish Council and the Clerk
had written to the Hall Committee
Chairman, Les Gill, to that effect.
Such a letter was requested as part of the Committee’s
efforts to secure grant funding towards the cost.
7. ONGOING/OTHER MATTERS
a.
Village Design Statement : Jo Buffey, Development Officer at the Yorks Rural
Communities Council will
come to the next meeting (12 Nov) to talk about Parish Plans.
b. Play
Area/kickabout Langthorpe Parish Council had provided a
breakdown of annual
running costs, including insurance. Total Ł1474. Cllrs wanted
further information on
why
HBC was not to be involved in the maintenance/upkeep before discussing what
level
of
contribution KHPC might be willing to make. ACTION CLERK
c.
Parking/Speeding Leeming Lane - 30mph
limit signs still scheduled to appear in the
autumn. Clerk had received a letter from a resident on the Grange
development urging
reduction in limit and had responded that the parish council had already
secured such a
change.

Layby – Still
awaiting revised estimate from Ken Major (NYCC)
e. Kirby
Hill Church Lane 30mph sign - Ken Major
had submitted proposals which
would involve erecting the
signs in Church Lane and Millings Lane at points where
intrusion on the grass triangle would be necessary. He was aware that
this would not
be
acceptable to councillors and was in process of seeking police opinion on
having the
signs
farther back from the church. Clerk to chase. ACTION CLERK
f.
NYCC Minerals/Waste – Milby site
This
item brought forward to beginning of meeting to enable DCllr Wilson to comment on HBC’s response, which had
been similar to response submitted to NYCC
by the Clerk i.e. major concerns about potential traffic movements and
damage to environment/residential amenity.
The Clerk had responded to NYCC in line with decision made at special
meeting on 6 August. The Clerk reported
that Boroughbridge Town council had
also made similar objections/comments.
KHPC’s submission had also made the point that this
land had been proposed by the parish council in an earlier HBC LDF consultation
as mixed employment/residential use and that waste transfer would not be
suitable for such a mix. (See also 6b)

Erec of two storey side extension. At its meeting
on 6 August the council decided not to support nor object to this application
but to make the comment that the neighbouring property’s privacy might be
jeopardised.
The owner of the neighbouring property had
subsequently seen the Clerk who had shown her and a friend the plans and had
urged her to make her own comments to HBC.
She had also seen Cllrs Merson and Helliwell, such was her concern.
She was told that the Parish Council’s own comments
had referred to potential loss of privacy.
Cllrs agreed there was little more the parish council could do.
