INC. MILBY, ELLENTHORPE, HUMBERTON & THORNTON BRIDGE

 

A Meeting of the above Parish Council was held on the 9th January 2006, in the meeting room, Coronation Hall,  in accordance with the Local Govt Act 1972, due notice having been given.          The meeting opened at 7.15pm

L. Proctor, J Graham, P.C. N. Waite, Y Jacobs (clerk),


1)      Apologies: - NYCCllr N Wilson, Cllr Owens

2)      Code of Conduct:-Cllr Wilkinson had an interest in 7a, 7b.

3)      Minutes:-The minutes of the meeting held 14th Nov. 2005 had been copied & distributed. Proposed by Cllr Rae, seconded by Cllr Proctor. Resolved.

7g) P.C Waite confirmed that letters had been sent to residents of Leeming Lane, who were obstructing the pavements with their cars. Cllr Graham felt that the situation had still not greatly improved, but P.C Waite advised that until a specific and justified complaint was made against any offender, then the police could not issue a fine notice.
He advised that measures were in hand to reduce the speed limit on Leeming Lane to 30mph & provide signs requesting large vehicles use the A168. JPC clerk dealing.
Nothing to report on the new licensing laws – no problems within the parish.

Police Liaison
Cllr Wilkinson unfortunately missed the last meeting due to incorrect information given about the venue. He advised that there is opposition to the proposed amalgamation of the North & West Yorks. forces.
P.C Waite left the meeting at 7.40pm and was thanked for his attendance.

c)      Boroughbridge Partnership/Market Town Initiative
Cllr Rae asked for volunteers to attend an open meeting-The Crown Hotel,
19th Jan; Cllr Owens had agreed at a recent JPC meeting to attend this. The meeting is intended to show the proposed developments under the Initiative.

d)      Illegal Posters on Roundabout B6265 – Ripon/Kirby Hill Road
Mrs Jacobs advised that Cllr. Watson had arranged for the posters to be removed.

e)      Affordable Housing Seminar
Cllrs Smailes & Rae attended this, finding it interesting & detailed information given. It was suggested & agreed, a survey be done within the parish by the Rural Housing Assn; this had been offered. The aim is to assist those who are from & have links with the rural area; there would be close consultation with the P.C

c)      Coronation Hall/Clerk Position
Cllr Rae is the new representative for this council on Coronation Hall Committee.

Cllr Merson proposed Cllr Rae becomes the parish clerk upon the resignation of Mrs Jacobs, 28th April; this was seconded by Cllr Graham. No other applicants had approached the council. Cllr Rae will resign as councillor and will claim all expenses for the clerk’s position until 31st March 2007, when he will then take a salary. Mrs Jacobs & Cllr Rae will commence training over the next few months.

Cllr Proctor advised that he will be resigning from the P.C. at the next meeting.

The Water Authority has completed their work adjacent to The Grantham Arms

There is slurry work to be redone in Kirby Hill; this will be completed shortly

This is still not completed, but NYCC are pursuing with the builder

Only two residents had shown an interest in starting Neighbourhood Watch Scheme. To advise in Beyond the Pews this was therefore being withdrawn.
