KIRBY HILL & DISTRICT PARISH COUNCIL

(Incorporating: Kirby Hill, Milby,Thornton Bridge, Humberton and Ellenthorpe)

 

A meeting of the above Parish Council was held on 6th March 2008 in the Coronation Hall, Milby, in accordance with the Local Government Act 1972, due notice having been given.  The meeting opened at 7.00 pm.

 

 

Present:  Cllrs. Parr (Acting Chairman), Lister, Merson, Renfrew (arr 7.20) and Martin Rae (Clerk)

 

Election of Acting Chairman   Cllr Merson proposed and Cllr Lister seconded that Cllr Parr be elected as acting chairman for this particular meeting.

 

1.            Apologies:  Cllrs Smailes (Chairman),Wilkinson, Helliwell, McKenzie,Widdows.

The clerk had advised CCllr Watson and DCllr Wilson in advance  that it might not be worth their while attending the meeting as it looked possible that a quorum might not be reached.

2.         Code of Conduct:  Cllr Lister expressed an interest in agenda item 8c and this was judged by other councillors to be prejudicial.

 

3.            Minutes  of the previous meeting on 14th January 2008  had been copied and distributed  prior to this meeting. Cllrs accepted them as a true record  and they were duly signed by Cllr Parr.

 

4.               Finance/Accounts

a.       current balance in hand £3,213.  Anticipated end of year balance £2,500

b.       Rent of room to pay  £5.50

c.       Beyond the Pews sponsorship. Cllr Merson proposed and Cllr Parr seconded that the council should donate two months sponsorship in view of the fact the the council is using this more frequently as a vehicle of communication.

5.            CORRESPONDENCE

 

a.       NYCC – Boroughbridge Tranpsortation Strategy.  A follow-up meeting to the July 2007 workshop would be held on 13 March.  The clerk, who had attended the previous workshop, would be unable to attend.  Cllr Parr took the documentation and might possibly be able to attend the meeting, which would give an update on progress on the various projects.  The Clerk reported that NYCC Highways (Ken Major) would be raising the B6265 layby problem through this forum (see 7c).

b.       NYCC Rights of Way Improvement Plan. The completed plan was now available for view on the NYCC website by following links to Countryside Service.

c.       DCllr Wilson  had written to the Clerk to advise that he would be stepping down as Councillor for Newby Ward at the end of his four year term and would not be putting his name forward for re-election in May.  Cllrs were disappointed and agreed that he had done a very good job assisting the parish council and giving advice based on a very good understanding of the work of the District Council.  The Chairman would write to thank him formally.          ACTION CLLR SMAILES

d.       S&J Services Tadcaster requested to tender for grass cutting contract (village green) Clerk to write advising that they, along with others, will be asked to tender in late autumn 2008                                                                      ACTION CLERK

e.       Audit Commission – confirming that Mazars have again been appointed as external auditor.

f.         HBC Litter Picking ‘Spring Clean’ April 2008  The Clerk had already responded requesting 10 sets of equipment to be delivered to him in Easter week. He will then liaise with councillors to get volunteers.         ACTION CLERK

g.       HBC Survey of Settlement Facilities – the Clerk had already responded to this by the 29 Feb deadline.  Survey forms for Kirby Hill and Milby only had been included.  Information was given by the clerk regarding amenities such as pubs, bus links, churches, employment and schools.

h.       CAP (Communities Against Pollution) letter from treasurer requesting donation towards campaign funds to fight NYCC Minerals/Waste listing of Milby site as a ‘preferred option’. There was still some concern over the council’s position on this since theoretically some electors in the parish might support the ‘preferred’ status for this site. It was considered, however, to be proven that the huge majority of parish electors were strongly opposed to the preferred status. Cllr Merson proposed and Cllr Renfrew seconded that the council should respond by pledging £150 towards a specific item of expenditure rather than just towards general funds.                                                                                             ACTION CLERK

 

 

6.    CLERK’S/COUNCILLORS’ REPORTS

 

a.       Police Liaison CAP  In his absence Cllr Wilkinson had submitted a written report  

      about the meeting on 3 March, which he had felt had been one of the most 

      promising for years as far as the policing of Boroughbridge area was concerned. 

      The Clerk had emailed a copy of the report to all councillors.

b.       HBC Affordable Housing coach tour.  Cllrs Smailes and Helliwell had joined this tour but in their absence there was no report.

c.       Coronation Hall Committee The Clerk reported that all the grant funding for the extension had now been secured and work was due to commence in the summer.

d.       Joint Parish Council The Clerk reported on the special meeting on 7 February, called to discuss three issues 1. Wind Turbines  2. Milby Waste Transfer site and 3. Household Waste Recycling site. CCllr John Watson had led the discussion on all three items. The clerk would distribute the minutes of that meeting to Cllrs.     

e.       Yore Vision The clerk showed Cllrs an A4 size copy of the ‘Langthorpe Loop’ walk display board which would be installed in the riverside picnic area at the end of March.  Boards for all the walks should be in place by April and leaflets available in the Tourist Information office.

 

7.    ONGOING AND OTHERMATTERS - UPDATES           

 

a.      HBC Local Development Framework Consultation No preferred sites for 

                  housing had been selected by HBC in KHPC area but the Clerk showed Cllrs a   

                  proposal that had been put to HBC for a potentially very large housing site along   

                  the northern and eastern  boundaries of the village (coded RL55 on page 87 of the

                  DPD relating to group C villages )  There was no guarantee that this site might not

                  be investigated again for suitability in the future life of the Framework plan.  The

                  clerk had also responded in the recent consultation on site B8 (Milby Industrial

                  estate), which is actually in the Boroughbridge development area, repeating

                  KHPC’s proposal that this land be allocated as mixed employment and housing.           

b.      106 monies/commuted sums  Regarding the £999 available for spending on   

      Youth and Child facilitiies  by the end of May 2008 (resulting from development of 

      primary school) Cllrs wondered if there was any mileage in pursuing some facility

      such as a picnic area in the triangle of land on the  south eastern boundary of  the

      churchyard (currently a disused allotment).  Clerk to find out about ownership of 

      this land and make preliminary enquiries at HBC about using the money thus.

c.       B6265 Layby  NYCC would now pursue this through the Boroughbridge

      Transportation  Strategy (see 5a) as, according to NYCC’s Ken Major, there was a 

      greater chance of obtaining funding and making progress that way.

d.      Speeding Leeming Lane and Helperby road (Burton Cottages) The Clerk had

      been notified by NYCC that the new 30mph limit in Leeming Lane was to take  

      effect on 3 March, but this had not happened. Clerk to pursue.     ACTION CLERK          

     Cllr Renfrew had been in touch with Nina Zastawniak of NYCC Highways to fix a

     site meeting at Burton Cottages and will let the clerk and chairman know when this

     is arranged. She had asked for the meeting to be about 8.10 am so that problems

     with the school bus would be illustrated.  Cllr Lister asked that the site visit might

     also include the corner at Sion Hill farm entrance to discuss the problem of  

     frequent flooding there.                                                 ACTION CLLR RENFREW

e.      30mph signs Church Lane/Millings Lane  The Clerk had been notified that

      these were to be installed on 3 March but this had not happened. Clerk to pursue

f.        Milby Lane Waste Site proposals.  The Clerk had responded to the MWDF Core 

Strategy consultation and copied letter to Cllrs.

g.      Thornton Bridge Signs  The Clerk reported that funding for the 3 signs was still

      being discussed between NYCC (who had already supplied £500) and HBC (who

      were hopefully to provide £1000 under the Village Safety grant scheme)

h.      Annual Parish Meeting  14 April.  ‘Beyond the Pews’ would carry flyers to 

      advertise the event, which would include a talk on Recycling in Harrogate District.

      The Clerk would also ask Margaret Easton to include an advert in the Ripon

      Gazette.                                                                                          ACTION CLERK

i.        Elections  The Clerk handed out nomination forms and Candidate Guidance for

      the 1 May elections. He would post notices on the noticeboards and suitable

      trees/lamposts ( for Ellenthorpe, Humberton and Thornton Bridge) on 26 March.

j.        Website  The Clerk reminded Cllrs of the valuable ongoing work being done by  

      Gareth Owens on the Kirby Hill website  www.kirbyhill.org , and had been

      surprised to find that even the entire documentation relating to Ogden’s planing

      application was available through a link.  It was agreed that the chairman would

      send a note to Gareth to express the Council’s continuing appreciation.

                   Erection of single storey front extension to form office and single storey rear and

                   side extension to form café.

                   Cllr Lister was given the opportunity to talk about this and answer Councillors’

                   questions before being asked to leave the room. Remaining Cllrs discussed

                   the parish council’s response, which was to support the application. Clerk to
