A Meeting of the above Parish Council was held on the 5th September 2005 at 7.15pm, in the meeting room, Coronation Hall,  in accordance with the Local Govt Act 1972, due notice having been given. The meeting opened at 7.15pm

2)      Code of Conduct:-Cllr Wilkinson declared an interest in items 7a, 7b. Cllr Owens in item 8a, Cllr Rae in item 8b.There was no receipt of gifts above £25.00

Cllr Owens explained the contents of this letter regarding funding and grants to rural projects e.g. the VDS or the renovation work connected with the B6265 lay by.

It was agreed to ask a speaker to attend the Annual Parish Meeting, which would be held in April 2006.

g)      Tidy up of Land adjacent to Grantham Arms/Parish Notice Board
Cllr Rae advised that the area adjacent to the Grantham Arms pub was in need of a general tidy up. Mrs Jacobs had made initial enquiries with Hg. Boro. Cncl – open spaces/Yorkshire Water-and was still awaiting a reply.
Action: Mrs Jacobs to follow up.

5)      Clerks Councillors Reports & Meetings

a)      Police Liaison
Nothing to report – next meeting 12th Sept.

b)      JPC
Cllr Owens advised that the meeting on 15th September would discuss Langthorpe/Kirby Hill boundaries. Cllr Graham asked that the car parking in Leeming Lane be brought up as residents in disabled buggies and parents with pushchairs cannot use the pavement in Langthorpe. Mrs Jacobs confirmed that Coronation Hall had been booked for this meeting.

c)      Commuted Sums/106 Money/Play Area
Cllr Parr confirmed that Patrick Kilburn is still waiting to learn about the legal implications of utilising commuted sums for the Langthorpe Play Area. Discussions ensued regarding a suitable site for an exercise area in Kirby Hill; Mrs Jacobs had written to Strutt Parker. Cllr Parr agreed to pursue several sites, liaising with Hg. Boro. Cncl.
Action:-Mrs Jacobs to write to Mr Bentham for his suggestions of a site and also to NYCC Nick Wilson for update on utilising 106 monies at the Langthorpe site.


d)      Boroughbridge Partnership/Market Town Initiative –conference 21/7/05
Cllr Rae reported on the conference advising that the amalgamation of the above would now be developed further with a consultant. Discussions took place re funding on the proposed projects.

e)      Harrogate Bor. Cncl- Consultation Meeting with Parish Councils
There were no items for the agenda.

f)        New Licensing Laws – Request for Objection to Local Public House
Cllr Smailes read the relevant correspondence, advising that this P.C. did not back the objector.
Action:-None

g)      Village Green Trench
Cllr Owens reported that he had written to Mr Canham advising that permission had not been requested to lay u/g pipes in the village green. In addition to this no wayleaves had been agreed. Cllr Parr confirmed that all barriers around the trench had now been removed and the village green ‘made good again’.

6)      Further Updates on Ongoing Matters

a)      B6265 Lay-by
Cllr Owens explained the background of this issue to NYCC Cllr Watson and requested his assistance in pursuing the matter.

b)      MSA
Cllr Smailes thanked Cllr Owens for his achievements towards the successful conclusion of the MSA campaign. Cllr Owens in turn advised that the parish council, together with the K.H.RAMS had played a major role in the outcome and thanked everyone.

c)      VDS
Cllr Owens gave an update, advising that a summary report had been received from Sheffield and draft sections of the statement are to be prepared shortly

d)      Road/Pathways of Kirby Hill
Cllr Smailes confirmed that the slurry sealing had taken place. Mrs Jacobs advised that a Kirby Hill resident had complained already about the weeds growing through the pavements and the churning up of a section as a tractor drove across into a driveway.
Cllr Owens confirmed that he also had several complaints that residents were totally dissatisfied with the finish of the surface. He also mentioned that car parking on the pavements had caused levels to sink. It was felt that this finished surface would not have been tolerated in Harrogate.
NYCC are aware that kerb edging has not been lowered in certain areas, but this would be later rectified.
Action:- Mrs Jacobs to write to NYCC, Highways regarding the complaints

e)      Safer Communities
Mrs Jacobs advised that a notice requesting volunteers for a ‘Neighbourhood Scheme’ had only recently been advertised in Beyond the Pews.

f)        BT Payphones
NYCC Nick Wilson had suggested that should the P.C. wish to retain the existing BT kiosk, this should be ‘listed’.  Mrs Jacobs advised that a photograph showing both the kiosk and a listed building, together with a site map and a letter to advise why this should be listed be sent to English Heritage.
It was suggested that Ian Simkins might assist with this project.
Action:-Mrs Jacobs to contact Mr Simkins and contact BT to ensure the kiosk is not replaced.

g)      Speeding Milby to Brafferton Road
No further information at present.

h)      Kirby Hill Crossroads – Large Stone
Cllr Smailes had spoken with 2 local archivists who had no knowledge of this stone. It had been suggested to him that this was a ‘lay stone’ – upon which coffins were placed when carried to church many years ago. Cllr Wilkinson advised that he held a local map which actually showed the stone. The councillors agreed that the stone should not be removed

Hg. Boro. Cncl are to hold ‘Awards for All’ seminars in autumn – Cllr Owens will attend

21st January 2006 in Ripon Leisure Centre.
