Harrogate Borough Council-Litter Awareness Week
The Councillors felt that objections should be voiced about this ongoing
campaign. This parish having high levels of Council Tax levied upon its
community should not be continually requested to collect litter in the area. Councillors
and their families have carried out this task over the last few years, but on
each occasion it is not long before the litter is as bad again.
Action-Mrs Jacobs/Mr Rae to write to
Harrogate on above points.

Revival of Joint Parish Council Meetings
Mr Rae advised that further communication had been received about re
introducing the above meetings and as the benefits of these were confirmed it
was agreed to participate in the future. Mr Owens agreed to attend the first
meeting when date known.

Parish Meeting
Mr Rae confirmed that this will be held on the 10th May 2004 in
Coronation Hall at 7.00pm and is open to all the electorate in the Kirby Hill
Parish. This must be advertised well and any requests for the agenda to be
passed to Mrs Jacobs by
30th April. Cllr Wilson had agreed with Mrs Jacobs to speak both on
NYCC and local council precepts.

advertise this meeting in Beyond the Pews, notice boards, website, Ripon
Gazette –under the Boroughbridge News and also a separate article.

Langthorpe Play Area/106 Monies
Mr McKenzie had nothing to report on the play area. Mr Rae advised that a
further £191.00 would be allocated for Leisure Areas when the new property on
the old Kirby Hill School site was built.

Mr Rae gave a report on this meeting, which he had attended.

6) FURTHER UPDATES ON ONGOING MATTERS
a) B6265 lay-by
Parking of Overnight Vehicles
Mr Owens confirmed that he is still seeking a closure order for this lay-by,
and has been recently pursuing this with NYCC at Fulford (Mr J Lee), who
advised that a consultation on this issue would take at least 4 months. The
process then would be to advance this through the magistrate’s court; at this
stage it is not know what costs are actually involved.
Mr Owens requested that this item be placed on the Parish Meeting Agenda for
the 10th May. Mr Rae thanked Mr Owens.

will be publishing his report in May 2004; this will then be forwarded to Mr
Prescott who will make a decision possibly 2005.

Kirby Hill Broadband
Mr Owens advised that the eastern side of Kirby Hill village is now working on
Broadband. He had been in negotiations with the new owners of the Blue Bell
Inn, with a view to the installation of a further node on those premises. This
would then give additional service to the locality making 80% of residents with
that facility. Unfortunately, Awards for All had rejected the request for a
grant toward this service, but Mr Owens advised that as more customers are
provided with Broadband incoming revenue would contribute to further
installations.

Road/Pavement Conditions in Kirby Hill
The adverse weather conditions over the past weeks had prevented completion of
these works. Mrs Jacobs had pursued a new date for this, but confirmed that NYCC
now had no finances available this financial year.

Speeding Milby to Brafferton Bridge Road
Mr Rae confirmed that a meeting had been held with Mr Coyne from NYCC and that
although the speed limit along this road would not be reduced, arrangements
would be activated to enhance existing signage and road markings markings as
soon as possible.

Parking Kirby Hill Primary School
Mr Rae, Mr Wilkinson had met with teaching staff, Accord Manager and Mr Coyne
from NYCC to discuss this ongoing problem of parent parking outside the school.
Whilst Mr Coyne could offer no solution, he did suggest that the 30mph signs
along Church Lane, be re sited as a safety measure.

Mr Owens reported how he was bringing together residents, for their first
meeting in March, from the locality to proceed with this project. It is hoped
that the Village Design Statement will be completed in 1 year. Mr Rae thanked
