The Public Inquiry into Motorway Services on the A1(M) began on 8th October 2002 and concluded on 13th June 2003.

The Inquiry venue was the Hugh Ripley Hall, Somerset Row, Skellbank, Ripon, HG4 2PT.  Click here for a map.

Five potential MSA sites were considered.  Click here for a diagram showing the five sites.

The Kirby Hill site-specific session began on Tuesday 29th April 2003 and lasted for 3 weeks.  During the first week, parish councillor Gareth Owens cross-examined all of the developer’s expert witnesses.  On Tuesday 6th May 2003, Kirby Hill RAMS and Parish Council presented their evidence, with the help of five local witnesses.  A 10-page summary of our case can be found here and our full 100-page detailed proof of evidence here.

There was also a special evening session of the Inquiry, specifically to hear the views of the local community, at The Crown Hotel, Boroughbridge, on Wednesday 7th May 2003.  An incredible 425 local people attended this meeting and a full report can be found here.

Gareth Owens made a 50-minute closing submission to the Inquiry on 10th June 2003 that is available here.
